If you are planning to just go and visit places in Manali then yes it is safe however,going on treks can be a little risky at this time.It is safe but not very convenient as it rains heavily and almost everyday.Apart from all the inconvenience, Manali looks absolutely stunning in monsoon period where there is lush greenery at every corner and colourful flowers are in full bloom.
