One can reach Chandratal by public transport  but for that you will have to keep some points in mind.

You will have to reach Manali first and then take a public bus (HRTC) towards Kaza.After Rohtang and Chhatru,you will reach Batal.

You will have to take off here.

From Batal you will have to hike towards the lake for 14 kms as it is not reachable by public transport.
